Since the W3C is now introducing the custom element feature, so there may also be a growing trend of non-ASCII markups used in CSS files as well as HTML files, things like this will be seen in the future:

So the encoding of CSS files is no longer unimportant. Although adding @charset rule in the beginning of a CSS file works for HTML documents, but if the user directly visits non-ASCII CSS files, they probably encounter messy code.
