I spoke to members of the IRC chat that directed me to here. In [step 4](https://docs.nginx.com/nginx/admin-guide/installing-nginx/installing-nginx-open-source/#installing-a-prebuilt-alpine-linux-package-from-the-official-nginx-repository) of the installing pre-built binaries for NGINX Open Source, the commands given use apt. The package manager for alpine linux is apk and not apt.
