pkg-oss is missing tags for nginx 1.12.1 and 1.13.3

Description
The pkg-oss script repository has been updated for these two latest versions of nginx but the build_module.sh script looks for tags when running and doing a hg clone and these aren't present (see http://hg.nginx.org/pkg-oss/tags).
Could these tags please be created? Thanks!
