Description

First ssl_protocols directive is used for all servers declared.
It's not matters if ssl_protocols declared in http or server section - all others section uses this declaration.

As I understand from documentation it's possible to configure different protocols for different servers.

Repeat:
http {

ssl_protocols TLSv1.1 TLSv1.2;

server {

server_name example.com;

ssl_protocols TLSv1 TLSv1.1 TLSv1.2;

}

}

echo | openssl s_client -connect example.com:443 -tls1

Version 1.10.0 1.10.6 and 1.13.6 with OpenSSL 1.1.0h-dev also repeats this behavior.
