Is it normal that the file size nginx.exe 3,136,000 in version 1.15.8 increased up to 3,690,496 in version 1.15.9?

Yes. The OpenSSL library used for Windows builds was updated from OpenSSL 1.0.2q to OpenSSL 1.1.1b (8bdf57dfa42d), and it is expected to be noticeable.
