Description
When configuring a shared zone to sync in an HA pair (for rate limiting) if the zone does not exist on the server it crashes the worker processes.
Snippet from config file:
#rate limiting State information for about 16,000 IP addresses takes 1 megabyte, so this zone can store about 160,000 addresses.
