Description
When I add ssl http2
in listen
tag, nginx does not serve jpg files progressively. http/1.1
on ssl works fine though
This was discovered after few months of researching and trying different version of nginx available from my distro and then eventually nginx 1.14.1

Regardless of the protocol used, nginx does not "serve jpg files progressively". Instead, it simply serves files. And it is up to browsers to display JPEG files progressively if they can do so.
While it is quite possible that browsers (or some browsers) cannot display JPEG files progressively if files are served via HTTP/2, this is not something nginx can anyhow fix.
On the other hand, I don't see any problems with display of progressive JPEG files served via HTTP/2 neither in Chrome nor in Firefox. If you see any problems, you may want to be more specific on how do you test and how to reproduce what you are seeing - in particular, which browser you are using.
