Description

I disabled keepalive with directives keepalive_timeout 0 and keepalive_requests 0, but nginx continues to return header Connection: keep-alive.

When I rearrange this configuration

keepalive_requests 0;
keepalive_timeout 0;
server {
    listen 80;
    return 404 "some text";
}

into this

keepalive_requests 0;
keepalive_timeout 0;
server {
    listen 80;
    location / {
        return 404 "some text";
    }
}

nginx returns correct Connection header.

Thanks, it's a known issue that keepalive settings are applied incorrectly when a response is returned without selecting a location.
