Description
For example, with the following directives,
location /
{
source_charset utf-8;
charset utf-8;
try_files $uri =404;
}
application/javascript, text/plain etc. contents are sent with utf-8 charset specified in Content-Type, but not CSS files.

Thanks for the information.
I would like to suggest adding text/css to the default list of charset_types.
Since the W3C is now introducing the custom element feature, so there may also be a growing trend of non-ASCII markups used in CSS files as well as HTML files, things like this will be seen in the future:
x-測
{
}
So I suggest adding text/css to the default list

That's expected behaviour, see charset_types.
