This seems to be done, at least in mainline! Unfortunately with i386 unsupported in cosmic, I can't do the following on Debian stretch to get TLS 1.3 (which I appreciate is incredibly hacky):
- Pin Debian sid for libc6 libc-dev-bin libc-bin locales libc6-dev libc-l10n libssl1.1 libssl-dev openssl
- Use the Ubuntu cosmic repo for nginx
So I guess that particular server will have to wait until there's a build for buster. :-)

Correct, both stable and mainline now carry cosmic versions.
Note:
See TracTickets
for help on using tickets.
We didnt build any packages for cosmic yet, but it's in the pipeline for the next nginx release. Stay tuned.
