I was using nginx 1.14.2. tls 1.3 was working fine.

The nginx binary in question is compiled with OpenSSL 1.0.2k, as shipped with CentOS 7. There is no TLSv1.3 support in OpenSSL 1.0.2, so it is not expected to work.
