Description

For some reason I am not able to run php files that are outside of the doc root and mounted with an alias directive. Example:

location /pma {

alias /var/www/phpmyadmin;
}

The configuration in question is not expected to run PHP. Given that the location in question does not contain fastcgi_pass or other directive to pass requests to backends, requests handled in the location in question are expected to be served by static files.
