We didnt build any packages for cosmic yet, but it's in the pipeline for the next nginx release. Stay tuned.

This seems to be done, at least in mainline! Unfortunately with i386 unsupported in cosmic, I can't do the following on Debian stretch to get TLS 1.3 (which I appreciate is incredibly hacky):

  • Pin Debian sid for libc6 libc-dev-bin libc-bin locales libc6-dev libc-l10n libssl1.1 libssl-dev openssl
  • Use the Ubuntu cosmic repo for nginx

So I guess that particular server will have to wait until there's a build for buster. :-)

Correct, both stable and mainline now carry cosmic versions.
