Why Debian 9 isn't support by you? Latest version of nginx for this OS is 1.18.0-2~stretch:

Hi!
Our policy is to provide packages for operating systems during their official lifetime support.
Sadly, Debian LTS effort is not something official, as stated on the linked page: "Debian LTS is not handled by the Debian security team, but by a separate group of volunteers and companies".
As such, there are no plans to reinstate the packages builds for Stretch.
