Description
When using the following configuration snippet:
location = / { index index.php; } location /index.php { return 200 "Index"; }
You do not need any file in the root
directory since no content will ever be read from there.
However, if you do not have an index.php file existing, nginx won't internally redirect the request and will rather attempt at listing the directory (ending up with a 503 error by default).
If a location matches a requested file (either directly or using an - internal - redirection), that location should be used, hence I consider that a bug.

The "index.php" file is required to find out if there is an index file (and which one). If there are no index files, nginx will pass processing to other index modules - autoindex, random index and so on. See docs for details.
